Ghana’s Minister for Roads and Highways, Kwame Governs Agbodza, has announced that the government will begin releasing GH¢4 billion by the end of July 2025 to road contractors as part of a major initiative to clear the GH¢21 billion debt inherited from the previous administration.
Speaking at a press briefing on Tuesday, July 8, the Minister revealed that the move comes after the completion of a comprehensive audit of outstanding contracts. The payment will target contractors who have already completed their works but are yet to be paid.
“We are intending to pay some GH¢4 billion towards retiring part of the GH¢21 billion from this month,” said Mr. Agbodza. “This will be one of the biggest one-time payments ever made to settle contractor arrears in Ghana’s recent history.”
According to the Minister, the payment will enable contractors to return to abandoned project sites, allowing for the resumption of critical road infrastructure across the country.
His statement aligns with remarks made by President John Dramani Mahama just a day earlier, where he assured the Council of State that the Ministry of Finance had made dedicated budgetary allocations to clear outstanding contractor debts.
“Returning contractors to project sites is a top priority in our national infrastructure and economic recovery agenda,” President Mahama emphasized.

The President also noted that further details on the payment structure, as well as the scope of affected projects, will be outlined in the upcoming mid-year budget review. That presentation will also include updates on Ghana’s overall economic performance for the first half of 2025.

Meanwhile, Minister Agbodza has directed contractors working on the Ofankor-Nsawam stretch to urgently address delays and public inconvenience, especially as commuters face daily traffic frustrations and safety concerns.
This directive reinforces the administration’s commitment to accelerated and accountable infrastructure development while restoring trust with key stakeholders in the construction sector.
