In a bold revelation, Dr Hanna Louisa Bisiw, Acting Administrator of the Minerals Development Fund (MDF), has uncovered what she calls “unthinkable financial mismanagement” involving a $1.4 million office rent payment made under the previous administration.

Speaking to Metro TV on April 24, 2025, Dr Bisiw revealed that the MDF had rented a small office space from one Kwabena Kufuor, whom she described as a nephew of former President John Kufuor, at a grossly inflated rate of $10,000 per month.

“It’s a cubicle, actually. Directors have their files on the floor,” she said. “Even though it’s small, I thought it belonged to the Fund. Then I found out we were paying $10,000 a month. It was a rip-off.”

Dr Bisiw added that upon taking office, she learned that the fund had subleased the property for another 12 years—at a monthly rate of $9,600, all paid in advance.

“$500,000 could have bought land or a government property,” she said. “This was even a government bungalow.”

She criticized the fact that the new deal was quoted in dollars even though payment was made in cedis, opening room for foreign exchange manipulation.

In a shocking twist, Dr Bisiw alleged that Kwabena Kufuor attempted to bribe her to stop investigations into the rental deal.

“He came to my office and put money on my table. He called it commission,” she stated. “I took the money and reported it.”

According to her, Kufuor told her that employees had been earning commissions on such deals and promised to reveal more if she cooperated.

Dr Bisiw vowed to use all legal means to recover the 12 years’ rent allegedly paid out, insisting the agreement was not in the best interest of the state.

“We’ll take it back. Every cedi,” she said.

This revelation reignites the debate on financial accountability within Ghana’s public institutions and raises fresh questions about politically connected profiteering.

As calls grow for a parliamentary probe, many are watching to see if the government or anti-corruption agencies will act on the allegations.
